Job Summary
Under the direction of the Information Technology Manager, plans, coordinates, documents, and manages information technology projects through the project life cycle, including identifying users’ needs, gathering detailed requirements, analyzing project feasibility and priority, developing project scope and estimating budget, designing and programming systems applications, technical review and systems testing, and overseeing implementation; acts as supervisor for help desk staff and ensures service targets for the Help Desk; and performs related duties as assigned.
Essential Functions
Serves as project manager for planning, acquiring, implementing, documenting, maintaining and integrating software applications or elements of larger systems enhancements; works with District stakeholders to set project priorities, project task lists, and time estimates; performs and coordinates the completion of project tasks to meet time, quality and cost expectations; uses project management tools to monitor and report on progress; meets with stakeholders to review project status and resolve implementation, maintenance, and/or integration issues.
Provides excellent customer service, which includes developing and sustaining productive customer relationships and efficient support of solutions by training Information Technology Systems Specialists on how to support deployed solutions through the solution’s lifecycle. Responds to and resolves software users’ inquiries and complaints and escalates problems or issues to vendor representatives as needed.
Provides technical, policy, and managerial assistance to the Information Technology Manager.
Works with stakeholders to identify data reporting needs and either coordinates with vendors to produce the reports or creates reports using standard reporting methods to satisfy reporting requirements.
Interviews, analyzes, and documents end user work processes and information services requirements; conducts systems walk-throughs and technical reviews; develops or refines specifications, including evaluating and testing vendor packages for conformance with user requirements and priorities, utilizing industry best practices from the Project Management Institute.
Develops consultant requests for proposals and qualifications for professional services; evaluates proposals and recommends project award; develops and reviews contract terms and amendments; ensures contractor compliance with District and department standards and policies, specifications, time, and budget estimates; reviews design documents to ensure technical integrity; reviews and updates deliverables; analyzes and resolves complex problems that may arise.
Plans, schedules, documents, and conducts training classes and demonstrations; determines training objectives and requirements; prepares, archives, and designs training materials, reference guides, attendance logs, and user manuals.
Oversees the creation and maintenance of user and technical standard operating instructions and documentation.
Continuously monitors end-user feedback and vendor notifications of production technology to quickly address any issues.
Creates and oversees the creation of databases to ensure standards and best practices.
Consults with supervisors and managers regarding information technology related issues, needs, and services; conducts special research assignments, gathers data, and prepares reports for consideration by management or special committees.
Coordinates the implementation of the IT and District Strategic Plan as it relates technology. Establishes plans, estimated budgets, and priorities for coordination of technology initiatives to ensure compliance with the strategic direction of the District.
Collaborates with all departments to analyze existing systems, workflows, processes/procedures and hardware to identify opportunities to improve business processes and increase efficiency as it pertains to Information Technology. Works with stakeholders to implement any changes identified.
Verifies and documents effectiveness of implemented solutions and makes necessary modifications to software, hardware, and business processes as required.
Supervises and leads the Information Technology System Specialists to ensure the delivery of high-quality customer service and deliverables that align with the organization's goals and objectives. This includes overseeing the day-to-day work of the team, providing guidance, coaching, and feedback, professional development as well as managing performance and conducting regular employee evaluations.
Performs other duties as assigned.
Education & Experience Requirements
EDUCATION
High school graduate or equivalent.
College education and/or degree in related field, is desired.
EXPERIENCE
Information Technology Business Analyst I require three (3) years of experience in performing information technology/systems project management specific to the specialty area assigned which includes infrastructure or application implementation and integration projects.
Information Business Analyst II requires five (5) years of experience in performing information technology/systems project management specific to the specialty area assigned which includes infrastructure or application implementation and integration projects.
A combination of education and experience in a related field, may be acceptable.
Three (3) years supervisory experience is desired.
Proficiency Requirements
PROFICIENCY REQUIREMENTS:
Information Technology Business Analyst I require a Certified Associate in Project Management (CAPM) or another relevant project management certificate required or ability to obtain within six months of hire date (Analyst I)
Information Technology Business Analyst II requires a valid, current Project Management Professional (PMP) or another industry recognized project management certificate.
Requires knowledge of project management and information technology principals
Requires excellent supervisory skills, including the ability to recruit, select, train, instruct, supervise, evaluate, motivate, appropriately discipline, and develop staff.
Requires the ability to work independently, taking initiative in line with department and District priorities.
Requires the ability to utilize logical problem-solving skills to quickly analyze and respond to complex and diverse user needs.
Requires the ability to operate a computer with word processing, spreadsheet, database, presentation, and desktop publishing capabilities.
Requires strong verbal and written communication skills to effectively communicate with stakeholders, including business users, developers, project managers, and executives.
Requires the ability to foster and maintain cooperative relationships with co-workers, supervisors, and peers at regional agencies.
Willingness to continuously learn and stay updated on the latest trends, technologies, and industry best practices.
Requires a valid, current drivers’ license, acceptable by the State of California, with a driving record which enables insurability.
Must have current, valid CPR and First Aid certificates or ability to obtain with two years of hire date.
RESPONSIBILITY
Directs, organizes, and reviews the work of Information Technology Systems Specialists.
Monitor, document and report on efficiency gains, dollars saved, and any other appropriate metrics as applicable.
Responsible for preserving a high level of confidentiality of information encountered as part of work.
